Unless your competitors do cold-calling themselves and it is a given in your industry, it is essential for a sales management team to weigh their options after determining the necessity of prospecting in this manner.
If cold-calling on the phone is an unknown in your specific vertical, you may want to test it out. If you have something specific about your business and you don't have knowledge regarding how it is received by potential clients, I would consider cold-calling.
You have to be careful with your tests. If you don't do it long enough, then you may be ruling it out regardless of whether cold-calling works for your business. You have to get a professional opinion prior to disregarding the practice entirely.
You need to find out whether it is a legitimate option. You may want to do a test with a company prior to making a complete investment. This can be done in the form of a pilot program, where you control the program, and do it for a short period. I think that 60 days can work for some businesses, as this will likely provide the firm with enough time.
Try it, test it, see if it works. Through this pilot program you can find out who is answering the phone at the potential client's company, determine how easy it is to get to a buyer and try to gauge if this will generate any revenue for your business.
Pay for this, and at the very least you will be able to use the data that was gathered by the company. Do the research yourself or use a pilot program, but either way it will benefit your business to try.
Define the pilot program up front. Always have an evaluation date, as they should have to reach a certain number of hot leads by a certain time or use an equivalent metric. Once this is done, make a decision about whether you will continue to use their services.
